PRIMARY PURPOSE:

 

Facilitate curriculum and assessment development and improvements for Career and Technical Education (CTE) courses. Collaborate with teachers, district and campus leadership, counselors, staff, and CTE Advisory Council regarding curriculum development, instructional materials, assessments, Industry-Based Certifications (IBC), CCMR, and CTE Programs of Study. Facilitate and coordinate professional learning communities (PLC’s)  to improve CTE teaching, learning, and IBC test outcomes.

MAJOR RESPONSIBILITIES AND DUTIES:

Instructional Management

  1. Assist the Director to improve each program, prepare reports, recommend budgets, and assist in maintaining federal inventories.
  2. Assist with CCMR, programs of study, enhancing industry-based certifications, and strategically and equitably managing our resources to meet identified student needs and align resource allocation with district goals.
  3. Collaborate with high school testing coordinators to develop an Industry-Based Certification (IBC) testing calendar and training sessions for IBC teachers.
  4. Track the utilization of the district's iCEV curriculum by teachers and facilitate the creation and implementation of CTE teacher curriculum playlists.
  5. Provide leadership to ensure data quality and integrity in the aspects of the CTE program, to include Public Education Information Management System (PEIMS), Eduthings, and other student data related to program needs.
  6. Supervise and provide professional development opportunities for teachers in the CTE program to ensure consistency between current industry/business needs and student instruction.
  7. Collaborate with counselors and oversee student enrollment in Programs of Study at high schools.
  8. Coordinate and assist with the selection of instructional resources, software, and hardware.
  9. Provide training and support for all industry-based certification platforms utilized in CTE courses.
  10. Coordinate, support and provide guidance with curriculum planning for CTE classes, ensuring alignment with TEKS and the integration of appropriate IBC test objectives.
  11. Oversee that curriculum is uploaded and accessible from various platforms.
  12. Collaborate with post-secondary education institutions for dual-credit or technical dual-credit initiatives.
  13. Research and propose new courses to enhance CTE programs of study.
  14. Research current and projected workforce data to ensure BISD course offerings are aligned with high demand, high-skill, high-wage careers to the extent possible.
  15. Collaborate with campus administration, counselors and teachers to implement district initiatives related to career and technical education.
  16. Coordinate the activities of the textbook adoption process in assigned subject areas.
  17. Monitor instructional processes systematically and continuously to verify that program activities are keyed to producing desired program outcomes.
  18. Evaluate and recommend improvement in the purposes, design, materials, and implementation of the instructional and other support programs and use evaluation data for program improvement.
  19. Plan the instructional programs to meet identified needs.
  20. Encourage and support development of innovative instructional programs, helping teachers to pilot such efforts when appropriate.
  21. Assist in hiring, training and retaining the most effective and talented workforce, while planning, organizing, and implementing professional learning opportunities.
  22. Organize and conduct professional learning opportunities for career & technical education teachers, including new CTE teacher orientation.
  23. Demonstrate skill in coaching staff and peers.
  24. Provide technical assistance to the instructional staff concerning the teaching and learning process through conferencing and staff learning sessions.
  25. Assist the Director with the development of new courses of study, by conferring with teachers and principals.
  26. Assist with the writing of special projects manuals for the department and the selection of teachers to serve on the district textbook committee.

School/Organizational Climate

  1. Plan and conduct the programs according to the Texas State Plan for Career and Technical Education and Texas School Board rules.
  2. Provide for effective communication with staff, teachers, and principals.

School/Organizational Improvement

  1. Promote staff development with departmental personnel.
  2. Direct staff and teachers in compliance monitoring requirements and maintain required documentation for state and federal CTE compliance.
  3. Assist principals in meeting accreditation standards for career and technical education
  4. Assist with the direct development of long and short-term plans for instructional program improvement consistent with Texas Education Agency (TEA) guidelines, board policies, state/federal statutes, and administrative regulations, which encompass the full range of goals, and objectives for the CTE Department.
  5. Provide for annual/periodic evaluation of programs and operations to determine improvements needed.

Personnel Management

  1. Plan and direct the program for orientation and follow-up meetings for CTE teachers new to the system.
  2. Organize and conduct professional learning opportunities for career & technical education teachers, including new CTE teacher orientation.
  3. Interpret the CTE program to education, professional, and community groups by speaking, giving demonstrations, and conducting tours for groups.
  4. Provide for the evaluation of staff and teachers working under one’s supervision.
  5. Assist the personnel department and principals in teacher recruitment and selection for the CTE Department.
  6. Assist the personnel department in evaluating statement of qualifications as required for CTE teachers and personnel.

Administration and Fiscal/Facilities

  1. Assist the business manager in the selection, requisition, distribution, and inventory of all equipment and supplies used in the CTE programs, supervise the bookkeeping, and authorize the payment of invoices.
  2. Assist the business manager in the funding of all CTE courses offered under contract with the TEA, and other outside funding sources.
  3. Submit reports to the TEA and other funding agencies, and assist in the preparation of contracts and reimbursement requests on all career technical education and apprenticeship programs.
  4. Provide for the repair of all equipment for the CTE Department.
  5. Evaluate programs in accordance with the TEA program review and compliance monitoring standards.
  6. Provide direction for implementing new programs. Work with post secondary organizations to develop articulation, and dual enrollment agreements.

Student Management

  1. Provide for effective CTE youth leadership programs, and coordinate travel arrangements for youth leadership events.

School/Community Relations

  1. Publicize student and teacher successes to the public and school administration.
  2. Work with the CTE Department Advisory Council in developing activities and goals.
  3. Providing community input on new technology and new programs.
  4. Direct teachers in the development of program advisory/support committees.
  5. Assist with CTE Advisory Committee activities and goals
  6. Serve on related community and state based councils and committees.

Professional Growth and Development

  1. Utilize information provided through formal, and informal assessment data, and a professional development plan to improve administrative performance.
  2. Participate in professional development, and training programs.
  3. Actively seek and use evaluative feedback from peers, subordinates, and supervisors regarding performance.
  4. Participate in professional organizations; exchange ideas and information with other professionals; and study professional journals and media to keep abreast of new educational and technological developments.
  5. Perform duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for educators.
  6. Perform other duties as assigned.
