PRIMARY PURPOSE:

 

Facilitate the efficient operation of the human resources administration office and provide management support to the Executive Director of Human Resources.  Work on legal and regulatory matters as they relate to the human resources division. Develop and present Human Resources related training modules. Handle confidential information and engage in frequent contact with all levels of district employees, outside agencies, and the public.

 

QUALIFICATIONS:

 

Education/Certification:

  • Bachelor’s Degree in human resource management, business, marketing, communication or education required.

Special Knowledge/Skills:

  • Demonstrated ability to research, compile and report data
  • Knowledge of legal aspects of school administration and school law
  • Excellent oral, written, presentation, and interpersonal communication skills
  • Knowledge and skill in multiple functional areas of HRM, which may include job analysis and compensation, recruitment and retention, evaluation and professional development, managing misconduct and discipline, and labor relations. Ability to quickly assimilate new skills in all functional areas.
  • Strong analytical and problem solving skills, and understanding of “client-centered” support and services. Strong facilitation and conflict resolution skills.
  • Ability to remain calm, deliberate, and tactful in stressful and emotional situations
  • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.

Experience:

  • A minimum of three (3) years of administrative/managerial experience preferred
  • Education experience preferred
  • Incumbents must have successful experience in working with culturally communities, or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill in communicating with a diverse population.
  • Experience in public education human resource management preferred.

MAJOR RESPONSIBILITIES AND DUTIES:

 

Management

  1. Assist in the general operation of the Human Resources Department.
  2. Assist in the recruitment, selection, assignment, and evaluation of employees.
  3. Assist in the reassignment and transfer of employees.
  4. Assist in the selection and training of substitute teachers.
  5. Coordinate the assessments, evaluation, and grievances of employees
  6. Counsel with employees to resolve complaints, problems, and other matters related to personnel.
  7. Coordinate notifications to the Texas Education Agency concerning employee misconduct.
  8. Interface regularly with the district’s legal counsel.
  9. Prepare and maintain statistical information on all personnel and submit the necessary statistical reports to the Texas Education Agency and the Board.
  10. Coordinate with the Finance, Technology, and Student Information Services Departments in verifying the accuracy of all reports required by the Texas Education Agency and the proper, timely submission of such reports.
  11. Assist in the supervision of all staff assigned to the Human Resources Department.
  12. Serve on district committees to ensure the human resources perspective is included
  13. Perform other functions assigned by the Administration and/or Executive Director.

Personnel Management

  1. Prepare, review, and revise job descriptions.
  2. Prepares a variety of reports and related documents for the purpose of providing documentation and information to others.
  3. Develop training options and/or improvement plans to ensure exemplary human resource operations.
  4. Evaluate job performance of employees to ensure effectiveness.
  5. Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
  6. Researches information required to manage assignments including reviewing relevant policies and current practices for the purpose of ensuring compliance with legislative requirements and securing general information for planning and/or responding to requests from administrators and various state and federal agencies.
  7. Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
  8. Monitors a variety of processes for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and adhering to legal and/or administrative requirements.
  9. Communicates with other employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning employment, recruitment, transfers, personnel records, leaves, licenses, and related legal requirements.

Policy, Reports, and Law

  1. Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
  2. Ensure maintenance of all physical and computerized records, reports, and other documents required for human resources operations.
  3. Ensures effective and appropriate policies and procedures are followed for the purpose of being timely, accurate, legal and meeting organizational objectives.

Community Relations

  1. Demonstrate awareness of district/community needs and support activities which meet those identified needs.
